Digital Public Infrastructure: Open Planetary Intelligence Network (OPIN)

OPIN emerged from COP30 in response to a systemic challenge: climate data, technology deployment, finance, and policy efforts remain fragmented, while the pace of climate action must accelerate significantly. 

Led by the COP30 Presidency in collaboration with the United Nations and partners, OPIN aims to bring digital and climate transformations into a coherent planetary agenda. By leveraging DPI, AI, and interoperable data systems, the initiative seeks to enable faster, more transparent, and more inclusive climate implementation across regions and sectors. 

OPIN builds on global momentum—including lessons from India’s G20 Presidency—demonstrating how well-designed DPI can unlock inclusive, large-scale digital transformation. 

What OPIN Seeks to Achieve 

  1. Accelerate Delivery of the Paris Agreement Supporting more effective implementation of NDCs, adaptation strategies, and resilience planning—particularly in developing economies and the Global South. 
  1. Speed Up Deployment of Critical Climate Technologies Reducing innovation-to-deployment timelines across energy, cities, mobility, industry, agriculture, nature, and resilience, inspired by mission-driven, digitally enabled transitions. 
  1. Embed Sustainability and Resilience by Design Promoting digital and physical climate technologies that are inclusive, secure, locally adaptable, and responsibly governed. 

A Global Digital Public Infrastructure for Climate Action 

At its core, OPIN proposes a shared DPI layer designed to: 

  • Enable interoperability across climate data, finance, and policy systems 
  • Improve transparency and accountability in tracking commitments 
  • Support open digital public goods for climate action 
  • Expand equitable access to innovation 
  • Accelerate cross-border deployment of finance, technology, and capacity-building 
  • Align public and private digital ecosystems around global public goods 

By fostering openness and interoperability at planetary scale, OPIN aims to unlock the coordination, speed, and scale required for climate action in the decisive decade ahead.
