The Urban Transitions Mission (UTM) is an international initiative designed to help cities shift towards clean and sustainable energy solutions. Launched during COP26 in 2021 by the Global Covenant of Mayors (GCoM), the European Commission, JPI Urban Europe, and Mission Innovation, the mission aims to support 50 pilot cities in deploying large-scale clean energy projects by 2030. This effort is part of a broader goal to address the energy and climate challenges of urban areas, which consume over 75% of global energy and house more than half of the world’s population.

Key aspects of the mission include creating roadmaps that integrate energy transitions across housing, transport, and materials production, as well as facilitating research and development of innovative energy solutions. The mission also emphasizes collaboration between governments, private sectors, and civil society, with the ultimate goal of ensuring that cities can access affordable, reliable clean energy​.

Through these roadmaps, participating cities will not only accelerate their own transitions to net-zero but will also share best practices and solutions with GCoM’s global network of over 11,000 cities, amplifying the mission’s impact worldwide.
